【摘要】:ThisTechnicalSpecificationestablishesacommonhealthindicatorsconceptualframeworkforthefieldofhealthinformatics.Itisintendedtofosteracommonvocabularyandconceptualdefinitionsforaframeworkwhich—definestheappropriatedimensionsandsubdimensionsrequiredtodescribethehealthofthepopulationandperformanceofahealthcaresystem,—issufficientlybroad(high-level)toaccommodateavarietyofhealthcaresystems,and—iscomprehensive,encapsulatingallofthefactorsthatarerelatedtohealthoutcomesandhealthsystemperformanceandutilization,andregionalandnationalvariations.ThisTechnicalSpecificationdoesnotidentifyordescribeindividualindicatorsorspecificdataelementsforthehealthindicatorsconceptualframework.Asanextstep,ithasbeenproposedthatasubsequentworkitemaddressthemetadata,orthecharacteristicsandcommonattributes,ofactualindicatorsthatmightbecontainedinthehealthindicatorsconceptualframework.Thedefinitionofbenchmarksand/orapproachesusedinthedefinitionofbenchmarksisoutsidethescopeofthisTechnicalSpecification.NOTE1SeeAnnexBforamorecompletediscussionoftheunderlyingrationaleforthisframework.NOTE2Manycountrieshavealreadydevelopedtheirownmodelsfordirectingthecollectionandanalysisofhealthindicators.Forthepurposesofnationalreporting,theseexistingframeworksarenotexpectedtochange.Rather,thisframeworkcanbeviewedasacomplimenttocurrentlyexistingframeworks.Forexample,ifaparticularhealthindicatorsframeworkcurrentlyfocusesonlyonhealthsystemperformance,thecomprehensiveapproachsuggestedheremayservetoaugmentand/orsupplementthecurrentlyusedmodel(s).NOTE3Individualjurisdictionsmayelecttooperationalizetheconceptualframeworkdifferently.Becausetheconceptualdimensionsrepresentahigh-leveltaxonomy,thisprovidesconsiderablediscretionandleewayintheselectionofspecificindicatorsbyindividualcountries.Thisfocusonahigh-leveltaxonomyalsoallowsforsufficientflexibilityfortheinclusionofnewindicatorsinthefuture,asnewissuesemergeandadditionaldatabecomeavailable.Becausespecificdataelementsarenotdefined,jurisdictionshavethefreedomtopopulatethisframeworkwiththemostrelevant,andavailable,indicators,fortheirspecificsituations.
